Garrett County, Maryland, Reciprocity Agreement
West Virginia University agrees to enroll residents of Garrett County, Maryland, as full/part-time baccalaureate degree seeking students at resident tuition and fee rates based on criteria established by West Virginia University at the main campus in Morgantown and the Potomac State campus in Keyser.
Students must be a resident of Garrett County, Maryland and have an associate degree from Garrett College. In cases where the student's time to baccalaureate degree completion would be extended unnecessarily by completing the associate degree requirements at Garrett College, the student may be considered for early transfer to West Virginia University without an associate degree from Garrett College. Garrett College students are only eligible if they apply for a degree program not available at Frostburg State University. Garrett College students who wish to enroll in degree programs in engineering (with the exception of mechanical engineering) are also covered under this agreement.
At the end of the Spring semester, students receiving Garrett College tuition will be reviewed for academic progress. To maintain Garrett College Reciprocity tuition, students must be in good standing (2.0 overall GPA) and complete 30 earned credit hours during the academic year. Students who have not met these requirements have until the end of the summer term to become compliant. If they do not, they will be reassessed at the appropriate out-of-state rate. Students admitted to WVU for the Spring semester will be accessed for academic progress over the next academic year. Students on probation or judged to not be making progress toward entry into or completion of the approved program will be removed from the reciprocity agreement program and charged out-of-state tuition.
Students who are determined to have lost their eligibility for Garrett County tuition have a limited time to appeal to the Provost's Office. The appeal can be found here. Once lost, students are no longer eligible for Garrett County tuition, but they may qualify for other awards.
Additional programs outside of the approved major's plan of study are not eligible for resident tuition rate.
Accelerated Programs
Student can only receive the tuition benefit in their 5th year.
Ohio Reciprocity Agreement
As the result of a special agreement, students from Ohio who are fully admitted to certain approved majors can enroll at WVU and pay in-state tuition rates. Students must be admitted to the University and enrolled full time in an approved major as authorized by the reciprocity agreement. Only newly admitted freshmen and transfer students are eligible for the Ohio Reciprocity program.

Majors may be removed from the Ohio Reciprocity program, but continuing students will be eligible to receive the rate for the full four years plus summers.
Ohio Reciprocity tuition applies to eight semesters plus summer study. After four years plus summer study has elapsed, the student will be accessed at the appropriate out-of-state rate.
Majors outside of the approved major's plan of study are not eligible for resident tuition. At the end of each academic term, students are evaluated to determine their eligibility to remain in the Ohio Reciprocity program based on their major. If there have been changes to the student’s major without the approval of the Provost Office, the student’s tuition and fees will be reassessed at the appropriate out-of-state rate.

Guidelines for a Second Degree, Double Major or Major Change
The interested student must contact the Office of the Associate Provost for Undergraduate Education for approval to add a second Ohio Reciprocity degree or major. The second degree or major must also be included in the Ohio Reciprocity Agreement. If the request is approved, the student and advisor will be sent a confirmation email. If the degree or major is added to the student record without Provost Office’s approval, the student will no longer receive Ohio Reciprocity tuition and fees.
Approval for Second Degree/Double Major
Once approved, the student and advisor will be sent a confirmation email, stating approval. Programs for second degrees outside of the already approved Reciprocity Agreement majors are not allowed.
A second degree or double major must be approved as part of the already established Ohio Reciprocity majors.
Students must adhere to the following:
- The student is responsible for completing 30 earned credits hours and maintaining good academic standing (2.0 GPA) each academic year.
- A student must work with their advisor(s) to create an 8-semester plan of study and submit to the Office of the Provost as point of information.
- If a student wants to change his or her major, they must contact the Office of the Provost.
The Ohio Reciprocity program applies to 8 semesters plus summer study. Students must complete both majors within that time frame. After 8 semesters, the student will be accessed the out of state tuition rate.
Students switching majors to another Ohio Reciprocity major are required to notify
the
Provost's Office
so that the student’s tuition is assessed properly.
